分类结果由主管部门根据提交资料和实际产品情况作出。基本定律不以“办理证书”或“保证通过”作为服务表述。
Product status and classification decisions are made by the competent authority based on the actual product and formal dossier. Basic Law provides regulatory-path, product reconstruction, evidence-building, and project-management services and does not replace the authority’s administrative judgement.
